We do exactly this using Declude Virus and an .ASP script. Declude Virus sends an email to with a link in it to move the message from the hold queue back to the spool for delivery.
To do it without Declude, I suppose you could set up a program alias on a special account to make a copy of the .SMD files, parse the message, and send a notification to either the sender or the intended recipient(s) that the message was blocked. I highly recommend sending to the intended recipient(s) rather than the sender...but that's another discussion. Include a link in the message to a custom web script (like the one mentioned above) to move the copied .SMD files back to the spool. Given the time to write and test the program alias, you're probably better off getting Declude Virus or some other tool that allows you to send a notification for banned files.
