First, we don't use Imail 8.11 yet, but, we faced the same problem (the spamlog file didn't appear where it should be) there was an error in the configuration of the dns blacklist information. If the file is present, and you think that every think is OK, why don't you try to run a sniffer (e.g. ethereal) to check if the server connecting the blacklist servers, this will be helpful.
