This is what I did for a Cub Scouts list.
I've got four lists for the individual dens- Tigers, Wolves, Bears and Webelos. Then there's a master list for the entire Troop.
Each individual Den list has the parents, den leader, pack or troop leader and mail administrator listed as users. The Posters list has the troop leaders, den leader, mail admin and the Troop List . I used to allow posting by Subscribers, but decided to change it to Moderator. This way the den leader who is the moderator can decide if a parent's reply should be forwarded to the entire list.
The Troop list makes for simplicity- it just lists the 4 den lists. Posters list is just the troop leaders and mail admin. The troop leader can send one email to everybody, or to just a particular den. Works like a champ for me!
Be sure to include the master list (Troop list for me, winds for you) as a member of the posters list.
