Usually, DNS communicates over UDP, the principal exception being when
the response is so large that it won't fit in a UDP packet. I'm not
really familiar with 2k DNS ( we're a BIND shop, and so has been
virtually every place I've worked at...Which is probably indicative of
how widely-deployed BIND is over 2k. ;) ), but maybe it has some kind of
option to refuse TCP requests? Probably worth checking M$'s Knowledge
Base, starting with this article:
