Yes, I meant incoming rules - thanks Sandy

What do you mean by exceptions?  How would I make such a rule, but allow the
messages to still be subject to rules that the individual users have set up?
It doesn't seem that the rules let me just send the message on its way when
it matches a rule (I have to either forward it to an address, send it to a
mailbox, etc.).
