Scott: Thanks for clarifying the quotes issue. I didn't realize the quotes were part of it.
Actually, the quotes are *not* part of it.
TXT records are nasty things. Rather than just a simple string, the DNS spec allows multiple strings within a single TXT record (and multiple TXT records). Worse, different DNS servers and resolvers handle this situation differently. So you may see:
"v=spf1 mx -all"
in your DNS server, which might be right (if the quotes aren't really there, and are being added by the DNS server) or it might be wrong (if they are really there). Also, some DNS servers will by default split up a TXT record into multiple strings by default (very bad!). That's why I recommend going to the DNS lookup tool at http://www.dnsstuff.com -- with the results there, you should see exactly two quotes (as it appears in the example above). Or, you can use a different tool, and compare it to a known good SPF record (such as the pobox.com TXT record), and make sure the quoting is the same.
