But, my server was set to use it, the client failed. I turned it off, the client succeeded. That doesn't seem logical.

'Use APOP' already means '...if client requires.'

If  the  client  bugs  out  passing  APOP,  it  could theoretically be
configured to then try standard. But this is up to the client.
