Here is how I did that same thing:

1) bring up new server in Loc B.  Install DNS and configure as secondary
for the zones (so it'll have a good copy of the data).  Force it to
sync.

2) On thayt same server, go in to each zone and change it from secondary
to primary.

3) On the pre-existing Loc B server, change it's master IP from the old
Loc A server to the new Loc B server.  Resync existing Loc B server
(just to be sure).

4) Go into your registrar's 'tools' and change the IP of the Loc A
server to the ip of the new Loc B server (that way all of your zones
work with no extra effort).

5) Take down the Loc A server.  Rename (if necessary) the new Loc B
server to match as needed.  Make adjustmenst to reverse DNS etc as
needed.

I have a primary DNS server at location A.  And I have 2 secondary DNS
servers at location B.  We want to phase out location A, and thus I need
to convert one of my secondary servers at location B to a primary DNS
server.

All my DNS servers are running MS DNS.  How do I go about converting one
of my secondary to a primary at location B and retire the primary DNS at
location A?
