This is the email I got from the State of North Carolina IT folks:

Ncren Customers, 

One of our upstream providers (Level 3 Communications) has experienced a 
router crash after an attempted IOS code upgrade at their Washington 
N.C. location. Level 3's cisco 12012 router is still down at this time. 
This is affecting all ncren customers who are trying to access certain 
sites on the web. Level 3 has no estimated time for repair at this time. 
We will keep you updated as we receive more information from Level 3.

Routing issues like this seem to have become quite a problem in the past
month.

We've seen Verizon to Qwest, Sprint to Internet Junction, and Cogent to
Qwest routing problems recently.

Just an FYI:

There seems to be some issues at Level 3 communications this morning.  I was
unable to use Optonline to get into my west-coast hosted server (I was able
to get in from other providers).  Once I called and had the traffic
re-routed everything was fine.  All the trace routes had the traffic dying
at Level 3. My provider is going to call and let them know about the issue.
Maybe it's a DOS?
