GoDaddy.com.
 
Bulkregister charges more for less management capabilities...and they require a startup fee just for setting up an account.  We were with them for a couple of years, but made the switch to godaddy.
 
Only drawback to godaddy is the upsell screen you have to go through to checkout when purchasing domains.
