Every heard of NULL senders?  C/R's are sent from a null sender and contain
a URL link. If the joe-jobbed party also employs C/R, then nothing will
happen, since it has no place to RESPOND to.

C/R are extremely helpful for the administrator. I block 80% of all messages
based on a weighted scheme with Declude and Sniffer.  So, most joe-jobs are
simply ignored.  However, a few messages are just to close to call.  To
avoid false positives, I have to let them through.  If there was a C/R
mechanism, I could be more conservative, block more spam, well knowing that
a SMALL percentage of messages would result in a C/R message to be send just
in case I have the occasional false positive.
