we use IPSentry for this - it can check any service and auto-execute a command (netstop, batch file, etc) per your instructions.

Does anyone have recommendations for some type of scheduling manager for windows? We are horrible at writing scripts and looking for a gui app that checks a process to see if it is pegged then kills it and restarts that same process.
