That depends on your definition of the word 'efficient'.  If you are asking 
'which setting will result in fewer resources needed and
will cause the message to be rejected sooner', that's the Control Access list.  
But, if your question is 'which will require the
least effort on my part to delete the message', that is the DNSBL.  So, the 
system doesn't have to work as hard with Control Access,
but you do.

Your choice, I suppose.
