While I totally agree that blocking all zips "is like throwing out

Agreed.
In the company that I work for, .rar is Greek to 99.98% of the people (My
counter-part and I are the .02%).
.rar are more difficult to scan for a variety of reason, plus usually geeks send rar so they should be familiar with zipping to get them past the filterrs. We are not talking about senior citizens email photos of grandchildren.
thus blocking .rar makes sense.
