To turn off Win2K's DNS cacheing open up the services and disable "DNS Client" service. This service does NOT perform DNS lookups, it is the DNS cache. I have been running with it turned off on several computers and I am still able to resolve DNS, but I never have to do an 'ipconfig /flushdns' anymore.
