You allow the service in the Windows XP SP 2 firewall and you enable it with a group policy.

Does someone know how bring back this neat tool in operation (of course with the messenger service enabled) in a way, that only domain admins can send messages to workstations but regular users can not, and especially popup messages from webpages can not either? Has someone figure this one out or found an alternative solution to this problem?
