I don't see that choice under either "Labels" or "Forwarding and
POP/IMAP".  Maybe it is not offered to all Gmail users.

AFAIK it's offered to all Gmail users who have English set as their language. Under "Settings" there should be a tab called "Labs" all the way to the right. After you have activated the advanced settings, you can adjust them under "Forwarding and POP/IMAP".

It is bogus that Gmail makes you hunt for a secret hidden setting to get
standards-complaint behavior.

Not to defend them, but the Labs features are considered experimental. That's explained here:
