semantics of COPY

If I copy an (unseen) message from folder A to folder B,
and then do a set flags \Seen \Deleted on the message
in folder A, will the \Seen flag be set on the message
in folder B? Or I guess I mean, MAY or SHOULD or MUST
the \Seen flag be set on folder B?

I've started working with an IMAP implementation where
the \Seen flag is set on the message in folder B, and
that doesn't seem right to me.
