FWIW, I used to get mail kind of like that from a company I did business
with. Biggish company, at least in the small Norwegian pond. Spam
Assassin thought that mail was spam. Then SA became popular, and
shortly later, that company mended its ways.

From this anecdote and others like it I infer that noone has to kowtow
to standards violators. Spammers get everything wrong most of the time,
and people hate spam so much that they _will_ accept some damage. To a
large degree, the onus now is on message senders to avoid looking like
spammers.
