It appears the issue is with Google chrome - I am able to play the attachment in Firefox and IE which both load a quicktime player. That qt player looks totally different from the one in Chrome.
We don't provide a media player for .wav files ... we send the data MIME labeled as audio/wav (or whatever) to the browser and it is the browser's responsibility to render it. See, e.g., PDF files for another example.
