When running birt module 2.3.2 on OpenMRS 1.7.2, I noticed that for a user to view report tab under the patient dashboard, they must have the System Developer Role. Even assigning all rights without the System Developer role does not show the report tab under the patient dashboard. Am not sure if its the case with birt module 2.5.x but wanted to point this out.
