This is neat, sort of a pre-REST REST feature. But as long as
I am logged on, I can do it in another tab or browser window on the same
machine. Is this a bug or a feature? What if I am logged in over a Citrix
server?

FYI: you can link to /openmrs/concept/1234 to link to a concept's view page.
You need to figure out the link the external link to your server. You could
hardcode your IP address or domain, then that should work for both local and
remote hosts. http://123.123.123.123:8080/openmrs/concept/1234 or
http://julias.com:8080/openmrs/concept/1234
The other option is to display the concept.description in a hidden div and
clicking a link shows/hides the div
