Thanks Suranga, that was very helpful. I was able to add the following line to /usr/local/Tomcat/bin/catalina.sh to solve the problem:
JAVA_OPTS="-Djava.awt.headless=true -Dfile.encoding=UTF-8 -server -Xms512m -Xmx1024m -XX:NewSize=256m -XX:MaxNewSize=256m -XX:PermSize=256m -XX:MaxPermSize=256m -XX:+DisableExplicitGC" I added a comment to https://wiki.openmrs.org/display/docs/Troubleshooting+Memory+Errors but does this need to be part of the standard OpenMRS install instructions? If so should https://wiki.openmrs.org/display/docs/Step+3+-+Install+Tomcat be updated to reflect that?
