Welcome! Importing your campus' data is probably something you can do
without a major import effort, but it never hurts to ask here.

You can start by checking if there are any local OSM editors that might be
interested in helping or providing insight. You can take a look at recent
edits in your area and then sending some messages. There are some active
mapping groups in DC / NoVa, so they may know some local Richmond mappers
that would be interested in helping. Local users (especially active
mappers) are a great resource as they know the map already, and what kinds
of things would benefit it.

The next thing to do here is securing the permission to use this data you
have. Since you're the owner, that shouldn't be a problem. Just get an
official letter releasing this data to be used for OSM, more info here:
http://wiki.openstreetmap.org/wiki/Import/Guidelines#Step_3_-_License_approval

Then, you'll need a wiki page with details on the data, process, and the
above.

Finally, send another email to this list once all of your documentation is
in place.

Now, there are volumes to be written on the conversion of GIS data to OSM
format. It all boils down to a spatial ETL of your data. You have to
decide, within the framework of the OSM tagging and data structure, what
data to include in the proposal.

For inspiration, here's an import I did for Baltimore County buildings (and
addresses) a few years back. I used Esri products to do a lot of the
conversion work, which you may already be familar with.
