I vehemently object to the concept of (as given in your proposed "note:general" tags) "[allways] CAUTION: this object's geometry is part of a professional dataset. Please do not alter without notifying the uploader." You have two choices. Either you import data into OSM, then OSM and its mappers take ownership and are free to do with the data whatever they think makes sense. Or you keep the data out of OSM, and negotiate with OpenRailwayMap to make ProRail data visible in an overlay. Adding data to OSM with a note that is designed to *discourage* mappers from changing it (or requesting that mappers ask someone before changing it) is not acceptable. OSM must not be abused as a pure delivery vehicle for third-party data.
