And it does for me with 1.1.1 B2 on OS 8.6 and a G3 - I think you may 
have some weird one-off, Ted.
Is backdrop ticked in the VIEW menu on your machine when you open up? 
What behaviour do you get when you change whatever state it is in? 
The tick endures through a restart - why not try restarting with it 
ticked then un-ticked to see what happens - if you've not already 
done so.
