The difference between the set and unset states of this icon are very subtle
(especially because it is next to a divider); and when the mouse is over the
icon, you can't tell the current state at all.  The toggle icons next to it
on the toolbar (messages and errors) have a little red cross which indicates
the state, and which is consistent when the mouse is over it.  It would be a
small upgrade if the SGC icon was similarly blessed with a little red tick
(or cross, depending on what you think is the default).

The other two icons in the group with SGC are similarly subtle - again the
edit group one especially so because it overlaps a divider.   So a similar
argument could be made especially for the Edit Group icon.  Arguably the
Group icon really needs several different states - inactive altogether; will
ungroup if pressed (current selection is a single group); will group if
pressed (current selection is more than one item).
