I think that TCP is commonly used for zone transfers  ( where reliability is
important ).
So I would fear synchronisation problems beetween the primary and the
secondaries with TCP 53 closed.

Anyway, if your guy really wants to close TCP 53, and if it is a problem for
IMS's name resolution,
why not add netpluscom records in your server's host file ?

It's should work until they move their servers !

PS If someone thinks it is wise and common practice to close TCP 53 on DNS
servers, please let us know. There might be some new vulnerability issue I'm
not aware of.
