This seems to be more from service provider. I am on Airtel. Got an iPhone5 , recharged with their 3G Data Plan. Turned on My cellular and turned my personal hotspot on. That's it. Nothing more than this. The process is pretty simple.
You can however get more clarification by calling up Apple Care. 18004250744. Thanks.
