Why write off a port 23 scan as an attempt to actually scan 22?  There are 
reasons to scan 23 as well.  It wouldn't surprise me to see a script kiddie 
looking for an unpatched machine by scanning for an old service.  People who 
still run telnetd probably still run a vulnerable version.
