The bigger problem is defining what a JRE should contain.

For example, I've been doing a lot of JOGL lately, which will require OGL
libraries for any kind of decent performance.  For NVidia, I greatly prefer
the drivers delivered in SXCE/SXDE.  But that isn't the biggest problem.
The biggest problem is that the JOGL community seems to think that JOGL
libraries (jars) should be installed per-user or per-project rather than
system-wide.  This is difficult for someone putting together a distribution
targeting development.  As Craig recently commented, developers don't seem
to care about other people's environments (qv. Craig's rant regarding
autoconf).  Fixing developers is uhm, difficult.  Working around developers
leads to a hairball.
