Of course, those scripts can and should specify the shell ... so it  
can be any shell desired.
Similarly for the other performance arguments.

Don't get me wrong, I like ksh. It's been my solaris shell since ...  
well before Solaris ;>

The question isn't what's good, but what is now the de facto  
standard. My efforts at sampling show nearly 100% bash in the target  
markets.

I prefer de jure standards, but I don't allow my preferences to cloud  
my judgement about what is helpful in gaining momentum.
