You must have much better luck than I, "phones" where it's a single  
phone for a meeting are nearly always useless.

There are two approaches that could work well on a limited budget.

1)  Have each speaker use a separate phone (aka the cell or
      voip solution).
2)  Borrow or rent some good microphones (shure and AKG are
     good bets) and use http://www.soundtech.com/lightsnake/xlr10.asp
     to connect them to a voip gateway into a conference call.
