Isn't this issue muted by the simple fact that if it is available via IPS we can just download it. So maybe the real question should be what is crucial to a base system. Under those circumstances I can download gimp and have a pre-configured java environment which at times can be a pain. This leads nicely into an Eclipse install also. In my opinion a working build environment and working java are a higher priority than any adons, with one exception either cups or hplip, it is nice to be able to get output.
A supplemental CD could be easily created for extras and leave the room for further expansion it the future.
