I've only been following this out of the corner of my eye, so this may 
be a daft/inappropriate suggestion, but what about having it called up 
via bootadm(1M), e.g.

bootadm edit-menu

which would be consistent with the other bootadm command options? The 
actual executable for the grub editor would then be under some private 
name in /usr/lib/ and called up by bootadm(1M).
