Because it just hasn't been done yet is my guess. There's no shortage of things that need doing, just bodies to do them and priorities to balance. I'd expect it will be added at some point, certainly before 2008.11 is formally released. Keep in mind, when the repo for 2008.05 was spun virtualbox wasn't owned by Sun yet (or had just become part of Sun) and thus *couldn't* be included.
