Actually the same proxy helped me to upgrade the
system from 109 to 110.
In my case I think something happened somewhere around build 109 (server moved
to cherrypy?), because the partial refresh has no longer worked since then,
while the full refresh works without issues. Again, with telnet/wget everything
is fine, and I'm not even using a proxy (I suppose ISP doing deep packet
inspection).
The server has been using cherrypy for several months now so that isn't
it. We do have reports though that some traffic shaping software out
there is mistakenly identifying the pkg client traffic and that is
causing some issues.
