I believe we took a policy decision sometime in the past not to ship any
lib*.a static archives. I think this was PSARC/2002/117 (Solaris Process
Model Unification) which removed these along with the statically linked
binaries (/usr/bin/static IIRC). So I doubt you'll have any success with
requesting we re-add them.
Does the compilation really need a .a file?

It seems like the IPS packages don't have the libldap.a files. How can I
request this be added?
