At the moment, the development repo does double duty of being both new
biweekly builds and the repo used to test/finalize bits for new stable
releases, so around release times, it stops getting the biweekly updates
while serving the other purpose.
Presumably, once the consolidations are delivering IPS packages directly
from their builds, we'll split these into something like /dev and /pre-release
so that we don't stop all builds for a month or two during this period.
