Try the following:
% pfexec pkg set-publisher -P http://pkg.opensolaris.org/dev opensolaris.dev
Actually you should leave the publisher as opensolaris.org here and it
looks like you forgot the -O for the origin URI
% pfexec pkg set-publisher -P -O http://pkg.opensolaris.org/dev \
opensolaris.org
% pfexec pkg refresh --full
The refresh step should not be necessary anymore.
% pfexec pkg install SUNWipkg
In most cases, this step won't be necessary but it's harmless to always
include it.

% pfexec pkg image-update
(...)
