pkg isn't completely independent of releases either. Sometimes we have dependencies that are only delivered for certain releases. In addition, we also depend on:

* the libbe libraries for zfs snapshot and boot environment functionality

* other system utilities related to drivers, etc.

* smf utilities for manipulating services

With that said, we do our best to ensure that it remains relatively release independent so that we can backpublish when needed for older OS releases.
