It's certainly possible that we missed a dependency. Please file a bug under opensolaris/packaging. If you happen to know why SUNWjokosher needs an xdg file, please let us know that as well.
Yes, this is a needed dependency. I filed defect.opensolaris.org bug #11734 about this with some additional information about the issue: http://defect.opensolaris.org/bz/show_bug.cgi?id=11734 A lot of random modules depend on the xdg modules and often in ways that would be hard to detect (for example, by running /usr/bin/xdg-desktop-menu or something). It might make sense to make packages that are low in the GNOME stack depend on the xdg modules and always make sure they are installed. They are small packages, and contain a lot of interfaces which are intended to be used by any desktop modules.
