May.
In Thane - Mumbai, first sighting (first flower or few flowers) is somewhere
between third and last week of April.
With the first monson shower (June) further blooming seems to stop.
Thus, April - June (max July)

However, I too have observed stray cases: earliest in January OR blooming
past monsoon in September / October.
Have also seen that some flowers seem to adamantly stay bloomed on the some
trees (this is rare phenomenon).
