After seeing this plant I had impression that I have seen similar plant in Delhi, but was not able to recollect the name. Thanks Satish ji for suggesting Pulicaria wightiana which prompted me to hunt out my plant P. dysentrica which is clearly different in woolly stems and much narrower involucre bracts. I think Satish may be right in identifying it as P. wightiana with narrower leaves, puberulus stems and prominent involucre bracts.
