I think it is *Crotalaria paniculata*, too. To me the bracts and stipules
look viscid in the pictures, but less viscid than usual. Color of the
flower can vary although I haven't seen this completely yellow form.
I would also check it for *Crotalaria lunulata*, a closely related species,
also recorded from the region.
