This is correctly identified as Primula minutissima.  Note that the photo 
labelled as Primula reptans in 'Flowers of the Himalaya' is in fact 
P.minutissima.

This species is known from Baltistan, Ladakh, Himachal Pradesh (incl. Kulu 
Valley) and Baspa Valley, Kinnaur.  It has been recorded as far SE along 
the Himalaya to Central Nepal (found by Polunin, Sykes & Williams in 1952).
