"Turning off safe browsing" is logically letting the browser not do any checks from its end, when we request it to go to any website.
It is like gagging the browser, and taking the onus on ourselves if we land into any harmful site. It is like saying to browser, I will take care of security with my available resources. Those of us who are very sensitive to system's security, might find this as a compromise, and may not dare to accept this approach. Those of us, who are confident with the antivirus software services we are subscribed to, may boldly take the step of turning off deceptive and dangerous site alerts from browser's security.
