I can't recreate this bug on arch linux xfce4. I have noticed similiar behaviour on some screenlets when there is no compositor, it needs mouse hover on startup to draw screenlet. So I assume that problem is in screenlet core, but we will need some confirmation for this from people using ubuntu.
