Real Indic keyboards, I think were never mass manufactured, only in
limited stock for specific set of users (govt depts/ dtp), so
availability was never easy. 
And there was the layout issue, while Inscript mainly promoted by
CDAC, other vendors had their own layouts, which never gave enough
incentive to make keyboards in large volumes. Also in older 8bit
scheme of things, using Inscript always required additional software
from vendors, only with Unicode now, its more easy to use anywhere
with keyboard supported at OS level.

Another cause could be is since around dozen kind of keyboards would
be needed to have all languages, it perhaps was impractical to make
in all languages unless there was enough demand.

Even stickers I think have been used only by heavy users, with
occasional ones still resorting to phonetic maps or already have
learnt Inscript well. It also becomes sticky to stick them on new
keyboards, than say on an old worn out one.
