These bugs are actually in the Lohit Telugu font, not in LibreOffice.
Can you report them as two separate bugs on https://bugzilla.redhat.com/ ?
I'll then propose patches.

Could you provide more explanations (using pictures) so that someone who
knows Indian scripts in general, but not Telugu in particular, could try
to help?
